Joy Proctor joined the US Department of State in early 2009. Ms. Proctor begin her career in the Office of the Legal Advisor for International Claims and Investment Disputes (LCID) where she worked with multiple attorneys on the North American Free Trade Agreement (NAFTA) and the Central America Free Trade Agreement (CAFTA). Ms. Proctor also worked with victims of war. In 2010, Ms. Proctor moved on to the Office for Financial Assistance also located in the Office of the Legal Advisor (L/FA) where she worked with member of a legal team and Congress to impose sanctions on countries who violated the human rights laws/agreements.

In 2011, Ms. Proctor accepted a position in the Bureau of Educational and Cultural Affairs (ECA) in the office of International Visitor Leadership Program (IVLP) with a focus on East Asia and the Pacific Islands. In IVLP Ms. Proctor worked to bring embassy nominated citizens to the United States to meet their US counter-parts and experience American culture.

In early 2013, Ms. Proctor joined the newly formed Office of Private Sector Exchange Program (OPA). Ms. Proctor works on the team that focuses on the Au Pair, Intern and Trainee Programs also known as team ITAP. Ms. Proctor’s primary focus is working with incidents and complaints from exchange visitor, sponsors, and concerned third parties regarding the various programs. Ms. Proctor also works with sponsors to improve the various programs or course correct any program deficiencies. Ms. Proctor also works with multiple sister offices to ensure and maintain the quality of all programs.

In Ms. Proctor’s free time she works as a Court Appointed Advocate for foster children (CASA Worker) and enjoys spending time with her family, her two Golden Doodles, being outdoors, gardening, hiking through the woods, and kayaking.
